Heads of Intellectual Property Office Conference (HIPOC) – Session on Global Innovation Index (GII)

The World Intellectual Property Organization (WIPO) released the GII 2020 Report with the theme “Who Will Finance Innovation?” on September 2nd, 2020. In the context, this HIPOC’s session was focused on financing innovation.

Following the sessions on July 23rd and 30th, 2020, Viet Nam continued to attend the third session of the Heads of Intellectual Property Office Conference (HIPOC) with the theme on the Global Innovation Index (GII) on Sep 4th, 2020.

On September 2nd, 2020, WIPO released the 2020 GII Report with the theme “Who will finance innovation”. Accordingly, the session of HIPOC was centered on innovation finance, including IP-based technology and support for creative industries.
Targeted participants of the meeting session were widened not only for leaders of IP offices in the region, but also for high-level representatives of innovation organizations and agencies from various countries. According to the Organizer, there were more than 150 participants attending live the meeting via online platform. Mr. Le Ngoc Lam represented IP Viet Nam to attend the Conference live from Hanoi, Viet Nam. In addition, there was attendance of Viet Nam Institute of Science Technology and Innovation and other research institutes and universities as members of Technology and Innovation Support Centers (TISCs) network of Viet Nam.

Delivered at the meeting, Mr. Sacha Wunsch-Vincent, WIPO expert, and the co-author of GII Report as well, affirmed that there are significant differences among countries, regions and fields in their opportunities to access innovation finance. Additionally, economic burdens due to the Covid-19 pandemic have considerable impacts on the state of investment in innovation in the whole world. Many centers and research institutes were shut down, many ongoing research projects were halted unexpectedly, many scientists, particularly female ones had to cut off their working hours. However, the state of investment in innovation has gradually been recovered in many countries, namely Singapore, Israel, China, the U.S., India, etc.  
Also as analyzed by WIPO expert at the meeting, according to the 2020 GII Report, many countries from the Southern Asia and the Southeast Asia were recorded with outstanding performance in attracting funding for innovation finance such as Singapore, Malaysia and Nepal. Additionally, many countries such as Viet Nam, Indonesia, Philippines and Thailand achieve innovation outcomes above expectations. Besides, WIPO experts emphasized that innovation activities of many countries have been transforming from quantity to quality.

According to the 2020 GII Report, Viet Nam maintains the 42th position among 131 featured economies. WIPO highlights a number of Viet Nam’s outcomes and points. Particularly, Viet Nam heads the 29 lower-middle income group,  ranks 9th among the 17 reviewed economies in Southern Asia, Southeast Asia and the Pacific; Viet Nam performs better in innovation outputs than innovation inputs; Viet Nam makes notable progress in innovation linkages, with improved performance in University-Industry coordination, the state of cluster development and ICT infrastructure indications./.
