Heads’ Meeting between IP Viet Nam and UKIPO
On September 24, 2020, the Director General of the Intellectual Property Office of Viet Nam and the Chief Executive Officer and Comptroller General of the United Kingdom Intellectual Property Office discussed the priorities of each Office through a video conference.
In the framework of the bilateral exchange between the two agencies on the sidelines of the WIPO General Assembly 2020, on September 24, 2020, the Director General of the Intellectual Property Office of Viet Nam and the Chief Executive Officer and Comptroller General of the United Kingdom Intellectual Property Office shared their responses to COVID-19, measures that were taken to facilitate applicants and priorities of each Office in the near future.

At the video conference, Director General Dinh Huu Phi provided information about measures taken by the Office to cope with COVID-19, such as the waiver of 50% industrial property fees for applications filed from 26 May 2020 until 31 December 2020. At the same time, IP Viet Nam allowed late responses by concerning applicants to office actions, along with other measures according to guidelines from the Government, such as work from home and from face-to-face to online meetings. Director General Dinh Huu Phi said, although affected by the pandemic, the number of applications received and the number of applications processed by IP Viet Nam were still positive, specifically, in the first 8 months of the year, the number of applications received were 49,462, an increase of 3.6%, the number of processed applications reached 45,404, an increase of 7.2% over the same period of 2019.
Director General Dinh Huu Phi also gave an update on the implementation of the National Intellectual Property Strategy. Pursuant to the Strategy implementation plan for the period 2020-2025 of the Ministry of Science and Technology, in April 2020, IP Viet Nam also issued an implementation plan to assign and detail tasks. One of the important tasks being implemented is to finalise mechanisms, policies and laws to promote the creation, establishment, exploitation and protection of intellectual property rights, including an important task of amending the Intellectual Property Law.
In addition, IP Viet Nam is making continuous efforts to better meet the growing needs of the society in the protection of IP rights, enforcement and exploitation of IP rights. In particular, in the first 8 months of 2020, IP Viet Nam had received 787 industrial property complaints, 405 of which are eligible for settlement and 450 applications have been processed. IP Viet Nam had received and processed the requests for professional opinions of intellectual property rights enforcement agencies, namely Science and Technology Inspector, Market Management, Economic Police and Customs with a total of 124 cases. Director General Dinh Huu Phi also briefed on the activities of the National 389 Steering Committee on anti-smuggling, trade fraud and counterfeiting and the coordinations between the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Defense and the Ministry of Industry. Security.

Mr. Tim Moss expressed his impression at the achievements that IP Viet Nam has in recent years. Given common priorities and interests in the area of intellectual property between the two Offices, the UKIPO’s CEO suggested the two sides to continue to promote bilateral cooperation activities in the coming time.
At the end of the video conference, Director General Dinh Huu Phi expressed his appreciation to the CEO and Comptroller General and UKIPO colleagues for taking the time to attend the meeting and wished the two Offices could soon carry out a face-to-face meeting to directly discuss cooperation plans in the near future./.
